Foster to adopt
Early Permanence (also known as EP, Foster to Adopt, and Fostering for Adoption) is a UK approach where babies/young children who may need adoption are placed with approved foster carers who are also approved to adopt, allowing them to form attachments early while court proceedings decide their long-term future, preventing multiple moves and fostering stability. It involves dual approval as foster carers and adopters, providing stability from infancy and often includes "Fostering for Adoption (FfA)" or "Concurrent Planning," with carers accepting the risk the child might return to their birth family.
